and Political Development of Mindanao
What is ABAMIN or Abante Mindanao, Inc.?
ABAMIN or Abante Mindanao is a movement
for peace, solidarity, justice and economic, social and
political development of Mindanao. It is a party-list
organization duly registered and accredited with the
Commission on Election. It will represent and work for
the concerns and causes of the marginalized and under
-represented Mindanao-nons in Congress through the
Party-list System in the May 2010 Elections.
What does ABAMIN or Abante Mindanao represent?
ABAMIN or Abante Mindanao represents the
marginalized urban poor, the unrepresented “Lumads”
or Indigenous Peoples (IPs) and oppressed victims/
affected Muslim-Christian inhabitants due to the war/
conflicts in Mindanao.
The Urban Poor comprises the out-of-school youth,
abused women and children, informal settlers,
handicapped, unemployed, labor, senior citizens, fisher
folks, farmers, OFW's, professionals, government / private
employees, and other sectors that needs representation.
These are the people that require focus and opportunity
to free them from the crisis and poverty..
ABAMIN or Abante Mindanao Party-list
embodies the displaced/affected sectors that are
victims of war/conflicts between the government and
the armed groups (MILF, MNLF, CPP-NPA, ABU
SAYYAF, NPA, etc.) that results to untold sufferings
ABAMIN stands for the special groups and
members of the indigenous people of the island
specifically to the “Lumads” of Mindanao. This is to assist
their needs in acquiring their ancestral lands, livelihood,
health and education, and free them of poverty and
ensure their basic needs.
What are the General Objecives and Goals of ABAMIN?
1. To hasten Mindanao’s economic growth and
development. This is to increase the participation of
these marginalized sectors in Congress, to
mainstream economic activities and effectively share
the benefits from economic expansion.
ABAMIN shall strive for immediate economic,
social and political development of Mindanao. It will strive
to foster the solidarity of all its inhabitants it will actively

political groupings and the CPP-NPA, MNLF and MILF
being the components for a comprehensive and total peace
in Mindanao. Among us Mindanao-nons there are no
conflicts that cannot be resolved peacefully.
The government should designate chairmen and
members of the PEACE PANEL who are genuine
Mindanao-nons. The creation of a Department of Peace
is the ultimate solution to the problem.
4. To advocate for affirmative action by the national
government to correct the inequitable and
inadequate government resources infused in
Mindanao-nons must get their equitable share in
the country’s wealth and revenue. The budget for
Mindanao should be commensurate to the wealth it
produces for the entire country and in accordance with

development of the six (6) regions of Mindanao.
Namely region 8, 9, 10,11, CARAGA, and ARMM.
Seven (7) out of the ten (10) poorest provinces of
the country are in Mindanao. Zamboanga del Norte
being the poorest, ranging where 64.6% of families are
poor, having a per capita income of less than P12, 475
per year or P34.00 per day.
Other poor provinces are Maguindanao (2nd at
60.4%), Surigao del Norte (4th, 54.5%), Agusan del Sur
(5th, 52.8%), Surigao del Sur (6th, 48.6%), Misamis
Occidental (48.1%), Lanao del Norte (19th, 46.5%);

What is the Party-List System ?
The 1987 constitution presents the establishment
of the party-list system in order to provide an avenue
for the representation of those sectors of society
whose sectoral interests are under represented or
not represented by the traditional political parties,
through their respective parties, organizations and

parties, organizations and coalitions receiving at
least two percent (2%) of the total votes cast for the
party-list system shall be entitled to additional seats
in proportion to their total number of votes; provided
that each party, organization or coalition shall be
